MISTIC's eleven-member Board of Directors is made up of professionals representing sectors in education, engineering, robotics, environmental services, aerospace, advanced manufacturing, aquaculture, biotech, financial, information technologies, and research.

Joyce Smith’s firm offers financial planning, computer accounting training, bookkeeping, accounting and financial statement preparation, financial consulting, management consulting and business valuations.

Joyce serves as a Director on the Vancouver Island University Foundation and is currently the Treasurer for Rotary Oceanside in Nanaimo. She has previously held the position of Director of BC Ferry Corporation, Chair of Finance, Capital Programs and Human Resources.
Joyce has a Certified General Accountant designation from the General Accountants Association and a Certified Financial Planner designation from the Financial Planners Standards Council.

Joyce has been awarded J.M. Macbeth Award for Outstanding Service to the Upper Vancouver Island Chapter of the CGAs of BC, Harold M. Clarke Award for Outstanding Service to the Public Practice Committee of the CGAs of BC, Certificate of Achievement – Small Firm Practitioner’s Tax Retreat, Certificate of Achievement – Business Advisor Program.

Don joined the MISTIC Board in 2006. For the past 17 years Don MacDonald, in the role as Principal and Research Director, has managed each project undertaken by MacDonald Environmental Sciences Ltd. (MESL).

MacDonald Environmental Sciences Ltd. (MESL) is an independent environmental consulting firm based in Nanaimo. MESL was established in 1989 and is now internationally recognized as an industry leader in three primary fields of practice, including environmental impact assessment, natural resource damage assessment, and ecological risk assessment. This work has resulted in over 50 journal and book publications, and more than 200 report publications.

Don earned a Bachelor of Science in Zoology while attending UBC. Over the years he has served in numerous roles for a variety of societies and foundations. Recent highlights include:

  • Canadian Director and Chair, Board of Directors, Sustainable Fisheries Foundation.
  • Vice-President, President-Elect, President, and Past-President, Canadian Aquatic Resources Section.

Brian Anderson,  Treasurer

Brian is involved in commercial lending with Coastal Community Credit Union where he has been for over 5 years. He has over 20 years banking experience and 7 years in construction administration.

Brian arrived in Nanaimo in 1989. He volunteers time with the local Chamber of Commerce as a representative on a City committee and was the Chamber’s founding member of the Economic Development Group. He has always had an interest in economic development. He participates in other community organizations - sitting on two Boards, a Regional District of Nanaimo committee and volunteers his time for other worthwhile projects.

Brian and his wife Dawne are almost finished raising two children.

Dr. Black became a biomedical engineering after completing degrees in Biology (McMaster University), Mechanical Engineering (Queen’s Univ.) and a Ph.D. in Biomedical Engineering (University of Strathclyde). 

His research has included Rehabilitation Engineering at the Ontario Crippled Children’s Centre from 1973-1981 specializing in seating and infrared thermography.  From 1981 to 1999 he managed an Orthopaedic Research Program and co-founded the Space Life Sciences Program at the National Research Council.  Since 1991 Dr. Black has worked through the Industrial Research Assistance Program to develop small and medium sized enterprises in Alberta with a special emphasis on the life sciences sector.  During this time he developed modeling techniques to assist companies with strategic planning and led initiatives with the venture capital community in Alberta and the TSX Venture exchange.  In support of innovation within the Calgary Technology Community he was President of the Calgary Council for Technology, Vice President of the Calgary Association for Medical Products and has served on both the APEGGA Investigative Committee and Appeal Board.  He has been active in Community Theatre while serving on several theatre Boards of Directors. 

At the present time he is semi-retired and a member of the Board for Echo Players at Qualicum Beach and a member of the local Chamber of Commerce.


Sabre Anderson, P.Eng.

In 2003 Sabre founded her company to offer a wide range of engineering services to the north Island. Her work includes conceptual designing, drawing, structural and aerodynamic analysis, while still doing traditional mechanical engineering work building services. Sabre offers design of repairs, modifications, and new aero products for a variety of civilian aircraft.

Sabre earned a Master of Business Administration from the University of Victoria in 2000, and worked for the University of Victoria, Faculty of Engineering, Co-op Coordinator for three years. Prior to that, she was a contract mechanical engineer, running her own company in Comox. She has also worked for the Department of National Defence in Cold Lake, Alberta and as a mechanical engineer at Candu, Mississauga, Ontario, and for Westinghouse Canada Inc. in Hamilton, Ontario. She earned a P. Eng., Mechanical/Aerospace degree from McGill University in 1986.


Terry Knight

Terry currently operates Terry Knight & Associates as a sole proprietorship. The company provides a platform for the delivery of business coaching, general consulting, and mentoring services to entrepreneurs throughout the mid-island region.

Terry is a co-founder and former CEO of Inuktun Services Ltd., a technology company, based in Nanaimo B.C., engaged in the design, development, manufacture and sales of modular mobile robotic systems and system components for use in hazardous areas and confined spaces.

Terry is a founding member of MISTIC, and is involved in a variety of local and regional economic development activities. In 2004 he was presented with the Leading EDG Award for Committed Leadership – Individual by the Economic Development Group of Nanaimo and; in 2006 was chosen for The Colin Lennox Award For Technology Champion by the Vancouver Island Advanced Technology Centre (VIATeC).

Warren has been an Industrial Technology Advisor at Vancouver Island University for 16 years. He delivers the NRC – Industrial Research Assistance Program to central and northern Vancouver Island, the Gulf Islands, Sunshine Coast, and Powell River. His sectoral specialty is in aquaculture and fisheries. Prior to this, he was a researcher at the Department of Fisheries and Oceans’ Pacific Biological Station in Nanaimo.

Warren received a Bachelor of Science degree from the University of Calgary, and completed his PhD at Hokkaido University, Japan. He is a founding member of MISTIC and has been on the Board since its inception.

Don founded D.R. Systems Inc. in 1983 with offices in Nanaimo, British Columbia and Kirkland, Washington. Clients include forest companies, forestry consultants and contractors, private land holders, lawyers, management consulting firms and government agencies. Don has over 30 years of forest industry experience and is a highly respected expert in forest biometrics, resource economics and natural resource management planning.  More recently the company has been conducting carbon sequestration and biomass for energy analyses for a number of clients and government agencies as part of various climate/GHG initiatives.

Prior to founding D.R. systems, Don spent 13 years with MacMillan Bloedel Ltd., then Canada’s largest forest products company, where he directed forest research programs in forest growth and yield and led the implementation of major programs in biometrics, forest sustainability planning and spatial forest information systems. Since that time he has consulted to government and industry in North America, China and South America. He has designed and supervised the development of a number of advanced resource management software systems, including OPTIONS, D.R. Systems’ state of the art, spatial, multi-purpose, land management modeling system which is used extensively in the company’s consulting practice.



Jim Eagles

Jim earned an MBA and BSc and spent 20 years as a senior manager in mid to large sized consumer goods manufacturers; General Manager - Robin Hood Multifoods, President & Owner - Woods Inc., President - Tilley Endurables, USA .

Jim then spent 15 years in senior management consulting positions; A.T. Kearney, Chicago, Ernst & Young, Vancouver and as President of Pacific Mentor Group, a 6 person firm which consulted to and raised capital for a wide range of BC enterprises.

Jim now resides in Nanaimo and is involved in a number of non- profit activities including; Board member - Habitat for Humanity, International volunteer advisor- CESO, and volunteer - Big Brothers.



Michael (Mike) Hunter

Mike Hunter holds an Honours BA Degree in Social Sciences from the University of Leicester, and an MA in Economics from Simon Fraser University.

He joined the federal Department of Fisheries and Forestry in Vancouver in 1971 as an Economist, moved to Ottawa in 1973 and spent the next 11 years as a representative of Canada in international fisheries management and diplomacy during which time he was a member of various Canadian fisheries delegations and also represented Canada at bilateral fisheries negotiations with Japan and the USA.

In 1984, Mike moved back to British Columbia and was President of the Fisheries Council of BC until 1999 when he moved to Nanaimo.
Mike was elected as the MLA for Nanaimo for the BC Liberal Party in 2001.  He served on a variety of Legislative Committees and was appointed Deputy Caucus Whip in 2003.  He acted as Chair of the Vancouver Island Economic Alliance from 2006 to 2008.

Mike was appointed a Director of the Nanaimo Port Authority in 2005, and accepted an appointment to the Board of Canadian Sports Centres-Pacific in 2007. He chaired the Community Task Force on Crystal Meth in 2005/6, and is currently Chair of the Nanaimo Youth Services Association.
